It is the endless, tireless, confrontational work of people whohave had the courage to openly denounce them, the marches, the demonstrations, thefilms, the outrage - that is what has averted, or perhaps only postponed, nuclear war.A feeling of suffering, victimization and insecurity breeds the environment of hatred,retaliation and search for strategic mechanism.Questioning of United Nation's relevance in contemporary scenario as auniversal harbinger of peace and conflict resolution started after unilateral invasionof Iraq successfully resulting in enmasse worldwide demonstrations across thecapitals of developed and developing countries. World statesmen often give a widecall for nuclear weapon free world. But we need to see what are the institutionalarrangements to contemplate doctrinal, strategic and practical consequences of theconsensus behind fundamental premise that a secure world without nuclear weaponsis both possible and desirable. 18Recent opinions about this pragmatic possibility arerevolving around logical steps such as the CTBT, Fissile Material Cut-off Treaty,regional nuclear risk-reduction and restraint measures (including forswearing missiletest-flights and keeping delivery vehicles apart from warheads) and, of course, deepcuts in nuclear weapons by all the nuclear weapons states, beginning with the U.S.and Russia.Debates about nuclear weapons will continue to influence the ongoing efforts toharness nuclear energy for developmental purposes.
