Simply, it can be the similar regimeas the NPT, therefore, it is seemed that the CTBT are still allowed to have nuclearweapons. 5 It cannot even stop some states establishing and developing nuclear weaponstates, particularly Iran, India, North Korea, Israel and Pakistan.The Conference of Disarmament (CD) is a discussion convention that purposesoperating disarmament tasks. 6This engaged the Fissile Material Cut off Treaty(FMCT) which illustrates that a ban of uranium and plutonium production, anembargo of these materials and also the exchange of technology. According to Keith A.Hansen“Most envisioned that such a treaty would ban all future production of fissilematerial of the type appropriate for nuclear weapons”. 7However, the text of thetreaty has not been established yet, so it remains powerless for the time being.The core objectives of the NPT are; nuclear non-proliferation; nucleardisarmament and the peaceful use of nuclear energy. A most significant point is thatone text of the NPT defined P-5 nations: the UK, the US, Russia, France and China inthe UNSC as‘the nuclear weapon states'.
