Strengthen Implementation MeasuresStrengthening the implementation measures of the CTBT and NPT could assisttowards enhancing the governance over the non-proliferation treaties. This couldinclude how treaty obligations are determined as well as how an effective monitoringregime can be applied. As the CTBT or NPT may form the basis for a future nucleardisarmament regime, such measures would facilitate a more consistent and transparentapproach to prevent, detect and sanction non-compliance with treaty obligations.For example, one area that the UN may consider reviewing is the use of uniformstandards to measure, account and report on the inventories of fissile materials. TheUN could assist the states to refine, customize and adopt uniform accounting andreporting standards so as to increase the effectiveness of measuring and tracking themovement of nuclear materials.As the IAEA already plays an active role in the governance of the NPT treatyit might wish to consider other measures that can enhance the control of the use ofnuclear technology. The expertise that has been developed in the areas of the nonproliferationwould be invaluable to assist states to enhance their capacities withrespect to the peaceful use of nuclear technology 34and compliance to internationalnon-proliferation obligations. As well, the UN could leverage off this experience toprovide practical recommendations towards developing a body of international lawand standards to regulate the use of nuclear armaments.Engaging the International PolityAn important aspect about the implementation of arms control treaties is that77434 IAEA, 2004 The IAEA At Work.
