When supported by a favorableinternational environment, the prospects of nuclear disarmament can be significantlyincreased. Thus, a more secure international environment resulting from thewithdrawal of Cuban military forces from Angola, would have reduced the nationalsecurity risks posed to South Africa as it destroyed its nuclear weapons 25 . Similarly,having secured a reliable partnership with the US, the Soviet Union was able tocommit to nuclear arms reduction without having to compromise its national securityinterests whilst simultaneously, being able to meet its domestic political demands.International Political EnvironmentBalance of power politics has always been a raison d’etre for possessing nuclearweapons. Embodied in the mutually assured destruction (MAD) doctrine is thebelief that if attacked with nuclear weapons, a nuclear weapons state could retaliateproportionately to maximize the destruction of the aggressor's strategic forces. Astrategy of deterrence became an effective way of mitigating the threat of an attackfrom nuclear weapons 26 as the aggressor was assured that it would suffer the samefate as its victim.In an international political economy, such a strategy is significantly weakenedby the distributed nature of national interests and power.
