In order for a state to function effectively and establish itself permanently, physicaland moral authority are indispensable. Physical authority is needed to create a stableand secure internal state environment in which economic activity can flourish andhuman development can take place. Without absolute control over its territory,the state will not be able to implement any strategy towards the alleviation ofpoverty. Moral authority is essential as public trust and commitment are necessarypreconditions for a state’s future survival and development. When the state is notrecognized as the primary, legitimate source of power projection and policy making,structural constraints such as ethnic violence, disease and poverty will start eroding itfrom below.This essay therefore argues for active UN involvement in strengthening theauthority and legitimacy of African states. In order to foster the creation of secureand stable internal state environments, the UN will need to either consider deployinga peace-keeping force or strengthen internal forces fighting for change. The UNcan contribute to enhancing the legitimacy of African states by imposing sanctionstargeted at the economic and political security of governing elites, so that the latterwill lose their stake in the current situation. If all Member States seriously committhemselves to implementing such measures, the UN will be able to exert a significantamount of pressure on those elites misusing their power. While patience and flexibilitywill be required, this process will ultimately empower individual Africans to securetheir own livelihoods and lift their countries out of poverty.640
