economy. It is, however, obvious that only the UN cannot solve this problem. As amatter of fact, G7 (consisting of the United States, Britain, France, Italy, Germany,Canada, and Japan) has contributed much more to solving problems in this field. Mr.Youichi Masuzoe, a Japanese scholar in political science, relates that, in some fieldssuch as stabilizing exchange rates and boosting economies, containing terrorism,preventing the spread of AIDS, and preserving the environment, G7 has been moreproactive and has taken better leadership than the UN. 16In this area, expertise andexperience of NGOs will be also helpful. MNCs have also contributed to the worldwideeconomic development. Considering these facts, UN should promote dialoguewith G7, NGOs and MNCs. It is also important to cooperate with local governments.There are two basic rules when the UN, cooperating with G7, NGOs and MNCs, isengaged in this area. First, the best way for the Third World countries to solve theproblems is to do so by themselves. People in those countries have their own worthand should behave and should be treated in view of their perceived value. In fact,there are several examples of some projects in Africa that failed to due to a lackof reflection on the complexity and diversity of rural and urban realities by outsideforces. The first and foremost aim should be to help those countries to become stableenough to solve their own problems. At the same time, it is also true the jeopardizedcondition of the Third World has made it impossible for the countries to solve theirown problems. Therefore, cooperation between the UN and local government isindispensable, as is the case with conflict solving.Second, countries seeking aid should keep in mind that both financial andhumanitarian resources from the UN or from the developed countries are limited.
