第17回優秀賞economic blocks is suffering, the other two are not immune. The world economy isnow said to be dominated by three blocks, (the Triad) : Asia, the European Union (EU),and the North American Free Trade Agreement, (NAFTA). In addition, these Triadshave been looking for a potential market all over the world, and the devastatedeconomy in the Third World is not favorable for them. Third, the economic problemsin the Third World cause social problems in the First World. Those who cannotsurvive in their own countries due to food-shortage and unemployment fled tothe First World, where they think they can get better chance of surviving. Thisimmigration is a big social problem in the US and some European countries. Somecountries have started to shut the door to these immigrants. The increasing numberof refugees has given a rise to a negative nationalism in many countries. Taking thesefactors into consideration, the situation in the Third World should be improved for thesake of the First World, too.We could leave it to state-to-state aid, but in that case, every state is likely to helponly those serving their national interests. Three economic blocks(the Triad) areinterrelated, of course, but members in every block are likely to aid only those intheir block; Japan, for example, tries to help Asian countries, while America bails outMexico. There is no helping the Third World at a private level. The goal of privatefirms is seeking profits and expanding shares both domestically and abroad, and itis justified at a private level. Advocates for capitalism and free-market encourageprivate firms to seek this goal.This is where UN leadership and supervision is required. From the beginning,the UN has been deeply involved in eliminating economic and social problems indeveloping countries. UN Development Program (UNDP) in 1965 is one of them. IMF(International Monetary Fund) also plays an important role in stabilizing the world51
