Some critics call them a“paper tiger,”and others sayUN forces are“Eunuchs at the orgy.”9 We have to argue whether UN forces shouldbe fully armed and permitted every method available once the UN decides to actmilitarily to solve the problem. In that sense, the UN is now facing a dilemma. If UNforces applied every available method in the international or internal conflict, otherparties would resist in more aggressive way, which would aggravate the situation.The end does not justify the means and we should respect moral aspects. We shouldalso think about the influence UN involvement will have on the region in conflict. Asis reported about the Gulf War and Former Yugoslavia, the health deterioration of theallied soldiers or UN forces is attributed to some of the weapons used there. 10 The UNis also responsible for the environmental condition in the area. It has been reportedthe fire in the Gulf War had a negative influence on the environment. These aspectsmake it necessary to put some restrictions on the UN side. When the UN intervenes,however, for the purpose of solving conflicts in troubled regions around the world,it should have a reasonable chance of success. For that purpose, the UN should befully armed. Otherwise, we would make the same mistake in Somalia and Rwanda.Weighing both advantages and disadvantages, we should reconsider how we willimprove peace enforcement operations.As with collective security there are important qualifications with PKO orpreventive method, still more with peace enforcement. First, there is no veto in theSecurity Council, second member states provide both financial and military resources,and finally, the state concerned agrees to accept PKO in its territory. 11(I haveexplained about the veto power in the Security Council. I would like to explain aboutthe financial problems later in connection with the UN budget.)
