第17回優秀賞establish a world government with international police forces independent from thestates, which would punish those that violate the international peace. We should buildup a society where every state feels their safety is secured even without weapons.If some state cheats others and becomes aggressive, they should be punished andsubdued back to the former position. These international forces should not sharethe national preference of their own states or group in case of conflict. These policeshould be supervised by the world government, and as a judicial branch, InternationalCourt of Justice should be improved and strengthened. Hans J. Morgenthau, aprofessor and a former consultant to the Departments of State and Defense, relates inorder to achieve true international peace, the world (international) government with asense of community should be established. 1However, as he also admits, in reality, we have no world government and thechance to establish it in the near future is slight. Therefore, the UN is the only andultimate international organization, if any, that will contribute comprehensively to thewelfare of all mankind. Thus, we have to improve and reinvigorate this organization.It is also necessary for the UN to cooperate with many NGOs (Non-Governmentalorganizations) and MNCs (Multi National Corporations) since, unlike in the traditionalworld in which states were main and only actors. NGOs and MNCs play such animportant role in economic and even political society.There are four urgent issues that we have been facing, (1) promoting internationalsecurity, (2) solving problems in the economic and social field, (3) restoring damagedone to our ecosphere, and (4) establishing and supervising ethical standards andregulations in the field of genetic science and information technology.
