UN seems to have turned to be a neutered gigantic organ trying to gauge theintention of often half-hearted or otherwise meddling White House. However, withUS involvement to be absolutely indispensable for any UN work, the changes in somepersonnel are well accountable beyond rationality.No longer easily sustainable is to keep the“precarious balance”in the massivelyasymmetric power the world has never experienced. The colossal new challengeto face UN in the new global environment of US military supremacy is to provideUN with the new neutrality, enough efficacious to mitigate the unilateralism of thehigh-handed superpower. When Bush says“our side”or“enemy side”, Europe remainsambiguously in-between neutral. Spain’s realignment is symbolic of the ebb tide thatEurope gradually pulls itself away from US. UN should not follow Europe in the sameway. The neutrality in that sense is far distant from any semblance of the neutralitywhich UN has to keep.Preamble of UN charter states“we determined to unite our strength to maintain internationalpeace and security”. UN should unite the“strength”enough to subdue theunilateralism. The“strength”is enhanced with transparency of proceeding of SecurityCouncil to restrain undue unilateralism. Transparency might neutralize domineeringpersuasiveness of a superpower based upon force. The official written records ofinformal consultation, shared by all concerned members, make the procedure of decisionmaking subject to public scrutiny leaving less leeway for a political maneuvering.More transparent is the procedure of Security Council, more practical and neutralis“discourse”to reach unbiased conclusion. Such transparency restores“norms”ofdecision making based on“rational consensus”rather than“force”.
