In thesituation where the outstanding supremacy of a superpower exists when its unilateralismmarginalizes UN in its quest for global hegemony, UN has to keep the quasi neutralityrather than the literal one to be effectively neutral, or risks inviting the scoffof the world at incompetence and do-nothing. UN has to play the role of impartial balancer,restraining unilateralism without appearing to struggle on the side of any onestate or any group of states. With UN unequivocally to commit itself to the principlesof Charter, the quasi neutrality is able to mold the norm of workable strength of UN.The formal decision the Security Council makes is usually formed and solidifiedthrough an informal consultation. An informal consultation is,“simply put, any gatheringof two or more members of the Security Council(or one member and at least onenon-member) that is not a formal public meeting in the Security Council chamber”(NatalieReid 1 ). In the realm where the traditional diplomacy is highly regarded, the informalconsultation without codification and recording naturally counts more than formalone. The bargaining and maneuvering may be practiced in the closed environmentwithout skeptical public attention. No one other than the participants of the informalconsultation knows how it proceeds to reach the conclusion. Essentially all decisionsare molded in the informal consultation getting the formal approval in the SecurityCouncil.“It is in the informal consultation chamber, next to the Security Council chamber,that the travaux preparatories of the Council (working papers, draft resolutionsetc.) are completed. While formal meetings do not last very long, an informal consultationof the whole can last for several hours and may run into several sessions.
