They conspicuously show the very function of the organization:to create conditions for peaceful and friendly relations among states, that is to say,to serve, once states relate to each other through coordinating ties, as a mediatorensuring stability and well-being of the nations. For that the UN presuppose, to acertain extent, that the members succeeded in, firstly, settling themselves as nationstatesas above defined (Cf. 2. The concept of Nation), secondly, establishing humanrights - the core rights - in their respective nations, thirdly, establishing social rightsor collective rights, and, at last, enabling themselves, as a member of the internationalcommunity, to claim international rights and to fulfill international obligations. Thiscentrifugal move - from fundamental, individual-centered rights to larger groupsrights, encompassing at last nations - is reflected in the above enunciated articles. TheUN functions concern primarily rights and obligations of nations as members of theinternational community, not of individuals or groups, despite the fact that the latterare affected directly or indirectly by UN decisions and programs.The UN Millennium Development Goals (MDG) reverberate the same tone.Considering that one of the highest qualities of the human being - and therefore, of307
