Peace could then prevailand nations could take on the crucial role of responsible and respectable members ofthe international community. Nations that failed to rise, declined, or only occasionallyrose materially, on the other hand, hardly have experienced the leadership of selectminorities. Governors, who point themselves as leaders lack special qualities, stresstheir material poverty in the first place, blame others for their own inability to governand solve internal problems, easily appeal to violence and threat, and hardly can hidetheir envy and hatred towards other nations that effectively rose. In their discoursespredominate the gap between the‘haves’and the‘have-nots’, the latest being the‘telecommunications‘haves’and‘have-nots”and the so-called‘Internet divide’(WorldSummit on the Information Society - WSIS, 2003). Had they been bounded by a strongsense of responsibility and by the very idea that material growth - technical andscientific - depend on hard work and on the surmounting of multiple hardships, theywould never regret and focus solely on their material scarcity, but would concentratetheir energy on the amendment of their intellectual, moral, cultural, if not politicalor even religious weaknesses. It is perhaps necessary to constantly recall them thatpersons - particularly, select individuals, as Ortega Y Gasset noticed - and only them,have the ability to make great nations.304
