Given the vast possibilities reflected in the broad array ofissues and competing interest groups on the world stage today, it is essential to beselective in deciding on which policy recommendations to champion first. High-impactand high-profile reforms are encouraged from the outset, so as to build momentumfor subsequent improvements. At the same time, reformers should be careful notto spread the change management process too thin, by simultaneously introducingmultiple, far-reaching reforms; this scenario presents a serious risk that little progresswill be achieved in any one area any time soon(and could possibly derail the entirereform effort).Five steps toward revitalizing the UN system for the tasks aheadHundreds of reports and scholarly projects have advanced ideas in recent years onthe UN reforms needed to expand the world body’s influence in international affairs,as well as to better serve children, women and the most vulnerable segments ofsociety. In order to both meet the 21 st century challenges presented in section twoand overcome -- for starters -- the abovementioned systemic weaknesses underminingthe UN’s policy and operational capacity, five recommendations that could have aprofound effect toward building a more effective and more democratic future UNsysteminclude:i)Establish an elite corps of one hundred conflict prevention & mediationspecialists at the disposal of the Secretary-General and Security Council.
