第17回最優秀賞the great-power veto in the Security Council extended to the victors of WorldWar II, is arguably the UN’s most severe limitation from moving forwardamidstchangingglobalrealities.ii)Multiple obstacles to close collaboration among UN agencies, funds andprogrammes: While some progress has been made in recent years topromote greater inter-agency cooperation through the“UN House”and“UNDevelopment Assistance Framework”initiatives, far more coherence -- at bothcountry and headquarters levels -- is still needed. The need is particularlyacute between the UN technical agencies and the World Bank, InternationalMonetary Fund, and regional development banks, as these internationalfinancial institutions (IFIs) move into areas of development cooperation (eg,governance, education, and women’s issues) that were previously the domain ofthe specialized UN organizations. Efforts must be made to better harmonizethe decisions of the separate Executive Boards for each of the UN technicalagencies and the IFIs, as well as to improve the incentive structure for closercollaborationamongUNsystembodiesatthecountrylevel.iii)Erratic financing of UN operations by Members States and limited capacity forsecuring alternative revenue streams: Throughout the 1980s and 1990s, the UN’sbudget has been held hostage to the chronic underpayment of dues by bothrich and poor countries. Withholding regular contributions is a violation of UNrules and stifles the reform and improved management efforts of senior UNmanagers, who must spend excessive amounts of time wrestling with the basicproblems of paying the bills. A steady and sufficient revenue stream is criticalfor the UN system to function properly.
