Monetary Fund and World Bank, faces enormous pressure to help the world copewith recurring volatility and instability in the world economy. As witnessed by theAsian liquidity crisis of 1997-98 and Mexican peso crisis of 1994, international financialmarkets produce boom and bust cycles that present inherent risks to local economiesand vulnerable social groups. Coupled with widening gaps between the rich andthe poor within and between nations, countries are finding it increasingly difficult torespond to the fast pace of change accompanying economic liberalization. In responseto these adverse trends, governments can be expected to focus less on the economicsof globalization and more on the politics. This will lead toward a revitalized role forgoverning institutions, at multiple levels, in ensuring greater stability and equity inglobal markets.Third, environmental sustainability is under threat today to an extent that nogeneration has ever witnessed. To avoid further depletion of the ozone shield, theuse of chlorofluorocarbons has to be reduced in every country. Similarly, energy usehas to change everywhere to reduce the risk of global warming in the atmosphere.Moreover, every year, nearly 3 million people die from air pollution?more than80% of them from indoor air pollution -- and more than 5 million from diarrhoealdiseases caused by water contamination. The Earth Summit’s Agenda 21 set fortha comprehensive program for rectifying these problems and for achieving longtermsustainable development. The UN System of the 21 stcentury has a centralrole in helping countries meet agreed upon environmental targets. This will requireresources and enforcement capabilities, heretofore, not the disposal of the UN.Fourth, the more than one billion people unable to meet their basic consumptionrequirements continue to suffer from dehumanizing conditions of extreme poverty.Equally alarming are the more than 880 million people who lack access to basic health24
