In response to these systemic shortcomings and the 21 stcentury issues on thenear horizon, the paper sets forth five bold recommendations for revitalizing anddemocratizing the UN system. Among the proposals are calls: i) to establish an elitecorps of one hundred conflict prevention and mediation specialists at the disposal ofthe Secretary-General and Security Council; ii) to reduce the size of the Economic andSocial Council from fifty-four to twenty-three rotating members and to strengthen itsmandate for guiding the World Bank, IMF, and UN specialized agencies; iii) to createa new international court for adjudicating transboundary environmental disputes; iv)to adopt innovative measures for financing UN system operations; and v) to establisha second chamber within the General Assembly, composed of democratically electedrepresentatives.A comprehensive strategy for reform is then introduced that derives inspiration fromthe“original intent”of those who negotiated the text of the UN Charter over fiftyfiveyears ago. Realizing that the UN system must remain flexible and capable ofevolving over time, the framers included two articles in the Charter that provide forits modification. Nevertheless, a strong international coalition of progressive actors --including state and non-state actors -- is still required to build the political momentumfor reform and to guide governments, through a comprehensive Charter Reviewprocess, in the creation of a 21 st century United Nations system that skillfully analyzesand champions the causes of both present and future generations.20
