In all three situations, inter-cultural dialogue is an important link in the chainsecuring resolution. Dialogue is indispensable at every stage. If replaced by othertechniques, such as traditional“negotiation”in the sense of“a process of mutualstatements and re-assurances of interests and goals between conflicting parties”, itmight lead to further escalation as a stalemate is reached. This has been the casein many peace initiatives, such negotiations as in Tajikistan prior to the MoscowAgreement that ended the civil war, and in the case of the failure of the AshgabatNegotiations on Afghanistan.Inter-cultural dialogue might even prove to be effective in situations where“humanitarian intervention”is unavoidable.
