第19回最優秀賞national security, towards stressing other notions such as community security. 35 Thisswitch would also symbolize a turning away from both nation-centered and individualcenteredapproaches to conflict resolution in the direction of a community-basedapproach, which would guarantee both the sovereignty of the state and the securityof individuals comprising a given community. This approach was first, and mostexplicitly, voiced in the UN SG Millennium Report stating that new requirementsfor security would imply protection of communities and therefore, protection ofindividuals. Protection, in the words of the Secretary General (SG), does not merelyimply using military force; it has a deeper meaning that implies protecting identitiesand cultures, and by doing so, avoiding and resolving conflicts. While recognizingthe existence of a debate over what constitute the main principles of a dialogue, thispapersupportsthefollowingconditionsfortheprocessofinter-culturaldialogue.361. Inter-cultural dialogue processes require two-way communication, not just onewaylearning of indigenous knowledge by outsiders.2.Meaningfulinter-culturaldialoguemustbebasedonmutualtrustandrespect.3. Inter-cultural dialogue processes require a long-term commitment to interactionsthat nurture mutual understanding.4.Communitymembersshouldcontrolthedialogueprocess.5. Community capacity enhancement and organization are essential for sustaininglong-term endogenous development and the enhancement of biological andcultural diversity.6. Mutual expectations must be realistic and clearly understood.7.Traditionalpoliticalandspiritualleadersmustbeinvolved.35 The idea of supporting“human security”instead of“national security”has been stressed in the 1993 UNDP HunanDevelopment Report and further supported by UN Secretary-General Annan in 1999.
