A key dimension to the debate over the UN’s role concerns the political-scientificinterface. Inter-state relations are becoming knowledge-intensive. Therefore there isa need to learn to effectively utilize complex scientific data in monitoring, predictingand delivering information on conflict prevention and resolution measures. Developingan academic, research and intelligence capacity within the UN, which would possessthe technical and human resources necessary to monitor border agreements, peacetreaties, drug traffic and many other sources of conflicts, could greatly contribute tothe task of verifying the situation before it escalates into a heated dispute. One ofinstitutions strengthening the capacity of the UN is the United Nations University(UNU). Ideally, the UNU would be action-oriented, as opposed to research (report)-oriented as it is now. UNU experts would run peace education programs not in Tokyobut in the field, with HQ serving as a coordinating base. While disseminating academicliterature is still a very important mission of the UNU, it has to re-organize in orderto position itself as a place both for generating knowledge and implementing thisknowledge in practice. The UNU can also serve as an institution to channel knowledgeto parties in conflict, both or all of whom may have trouble dealing with various issuesdue to a lack of well-established organizational and academic infrastructure.II.II. Conditions, methods and forms of inter-cultural dialogue in internationalizingconflictsThe switch from the interventionist approach to the culture-based, value-centereddialogue in conflict resolution would be crucially important to symbolize a turningaway from the current exclusive emphasis on human security at the expense of196
