has already struck. The timely deployment of this component of peaceful conflictprevention, resolution and post-conflict peace-building could save many lives andavoid a great deal of violence. Unfortunately, very often, inter-cultural dialogue isnot analytically (academically) considered a part of comprehensive peaceful conflictresolution and prevention, and it is not practiced as often as it could or should be bythe international community.Therefore, the first part of this paper, after outlining applied terms and concepts,will critically analyze the recent UN approach to conflict resolution -- namely“humanitarian intervention”.The second part will then create a theoretical framework to examine whyand how inter-cultural dialogue, reconciliation, cultivating a culture of peace andtolerance, and building confidence among representatives of different religions andethnicities should form the basis of any strategy for peaceful conflict prevention andresolution. This part of the paper aims to address the main question, What are theconstituent elements, methods and forms of the“inter-cultural dialogue”componentof peaceful conflict prevention and resolution strategy? By attempting to answer thisquestion, the paper posits two pillars of inter-cultural dialogue: (a) Inter-state dialoguewithin multilateral and regional institutions, and (b) Community-based inter-culturaldialogue in areas where there is imminent threat of conflicts becoming international.Importantly, this part of the paper also offers conditions, methods and forms of interculturaldialogue for successful engagement and eventual conflict resolution.The third part will analyze the relevance of inter-cultural dialogue with respect tofour main types of conflict management: conflict prevention, conflict resolution, postconflictpeace-building and“humanitarian intervention”.
