第19回最優秀賞more than simply ending the violence. 5In this sense, this paper suggests that the“inter-cultural dialogue”tenet of conflict prevention and resolution offers unique meansto develop the capacities of states to resolve present conflicts and avoid the initialoutbreak of future conflicts through promoting dialogue at the level of diverse ethnic,religious or cultural communities. More importantly, peace and tolerance education, asa part of a dialogue, offer a mechanism to handle clan, ethnic, and religious differencesthrough peaceful means rather than through armed dispute-settlement both at theearly stage of conflict formation and the early stage of armed violence.Thus, this paper emphasizes that lasting peace cannot be achieved through(even successful) military interventions, popular in recent UN practice. 6While theconsequences of a military intervention are expected to be no worse than theconsequences of inaction, they often create more problems than they resolve. 7 Conflictprevention and resolution can succeed only when accompanied, or even led, by oftenunderestimatedmeans such as civil-society education, the strengthening of democraticinstitutions and the promotion of cultural pluralism. This endorses the idea thatthe UN should not play a reactionary role, as it presently does, but should turn intowatchdog and an effective initiator of dialogue in regions of instability at the earlystage of conflict formation. Inter-cultural dialogue and its constituent elements have arole to play in effectively facilitating this process.While inter-cultural dialogue is often misleadingly thought of as taking placeprimarily in post-conflict settings, it could also be a preventive instrument, whichcould be used before the actual outbreak of war to address the underlying rootcausesof conflicts.
