佐藤栄作 受賞論文集

第18回佳作security and self-defense, the Israeli and Arab governments have been manipulatingtheir people using the education systems. Just as education can play a significant rolein politics, it can also be considered a strong tool for achieving peace. In the Palestinian textbooks, neither positive images of’Israel and Jews nor anycontents encouraging peace are included. In a sense, the Palestinian Authority stilldiscourages peace with Israel. The term‘normalization’is used in the textbooks. Thismeans that people should not focus only on the conflict situation, but they should alsocompromise and respect each other. However, most Palestinians feel quite difficult toaccept this concept. On the other hand, in Israeli textbooks, the image of the Arabsis generally negative and suspicious. In spite of several paragraphs and expressionsregarding peace with the Arabs in the Israeli textbooks, the definition of a peacebased on justice is not clear. In addition, there can be seen an education movementeliminating peace with the Palestinians after the second‘intifada’occurred. Becauseof the long conflict history, there are mutual distrust and hostility in the consciousnessof both Arabs and Israelis. There is a big gap regarding peace at the political leveland at the level of social consciousness.Social consciousness mirrors the outcome from the mutual relationship betweenpolitics and education. Although educational approach to realize peace may not bethe solution of the Arab-Israeli Conflict, social awareness toward peace/coexistence isnecessary and useful for achieving lasting peace. As one passage written in an Israelitextbook says, to promote peaceful coexistence,“We must…walk with them [Arabs]in love and respect, and, it goes without saying, in justice and righteousness.”24 If it ispossible to practice peace through the education of children, the Middle East peacenegotiation will go more smoothly in spite of the many obstacles. With this respect, the United Nations University help will be greatly appreciated.24 Geographical Changes in the Mediterranean Region, pp.228-229.155
