第18回佳作in the new curriculum.Since 1950, the United Nations for Relief and Works Agency for PalestineRefugees in the Near East(UNRWA)has been supporting the Palestinian refugees,and education is one of the major forms of assistance. Education has brought somebenefits to the Palestinians. However, the conflict and their oppressed situation haveproduced disadvantages even for educated Palestinians. The unemployment rate isvery high. Infrastructure of the society and community is deficient. Palestinians in theIsraeli society are deprived of good opportunities and the ones of the West Bank andthe Gaza Strip are oppressed and isolated. Because of these severe conditions, somePalestinians who acquire knowledge go abroad searching for stability and peace.In the present situation, children are greatly suffering because of instabilityin politics, society and the economy. As a result of the Palestinian‘intifada’thatoccurred in 1987, many schools and education facilities were destroyed by the Israeliarmy. Since the second‘intifada’that occurred in 2000, the sacrifice of children hasbeen particularly focused on the media. In addition, school teachers are generallypoorly trained and the salaries of teachers are low. Thus, the number of qualifiedpeople willing to work as school teachers is small. The education budget is small andteaching materials tend to be scarce and out of date due to the lack of resources.The overall Palestinian school education environment is of poor quality. Throughtheir experiences in daily life, many children learn about the reality of the Arab-Israeli conflict and the Jewish attitude toward the Arabs. Therefore, they have stronghatred, distrust and hostility toward the Israelis.2.2 The description of the Arab-Israeli ConflictFrom the overview of the CMIP report(2001a), there is no clear definition of137
