the dominion of public relevance. The UNU and its partner institutions can closethe knowledge gap by providing the distilled wisdom of the UNU academics to publicleaders of developing countries. This osmosis, from the creators to the consumers ofknowledge, will provide a strong foundation for a more equitable and less acrimoniousknowledge based security environment. Thus,“the training of persons who will servein international or national technical assistance programs”31and“to disseminate theknowledge gained in its activities to the United Nations and its agencies, to scholarsand to the public”32 would be achieved in letter and spirit.ConclusionIn conclusion, the broad position taken by this paper is reiterated. Whilstsecurity interests and threats of many different forms and substance exist andeach is applicable to different countries in different ways, the common denominatorof sustainable security is universal education. The more than 30 % of the worldsilliterates must join the mainstream of world society. It is this vast ignorant body ofhuman resource who are exploited by the like of the Talibaan, the Mujahideen oreven some NGOs and create global crises as clearly brought out in the 911 incident.It is not without accident that the worlds most unstable regions, whether Kabul orKosovo, are the creation of misled populations and poor governance. The world mustwaken to the art of crisis prevention through pre-emption at low cost rather thanbelated consequence management at huge cost.Education must now become an international public good. The United Nationsalone can bring this concept to fruition. It must argue that succeeding generations ofmankind must not only be saved from the scourge of war but also from the miseryof ignorance.
