第18回最優秀賞being too voluminous or too academic are rarely read by them. Academics do readthese reports but the link between academics and bureaucrats is not without friction.The“full benefit’of the work of the various research institutes and partners of theUNU rarely percolates to the decision makers. Therefore, much of this effort is lost.If the UNU and its partner institutions could run short-term, highly focusedcourses for decision makers on current issues and international negotiation techniquesthe benefit would be far greater. The Charter of the UNU does have an enablingprovision. 29A step in this direction has already been taken by the launching of theannual Geneva Research and Policy Dialogue. 30 This initiative must be strengthened.Proposal #3. Use UNU core competencies for capacity development.Prior major International Summits on Security, Good Governance and SustainableDevelopment, or Environment, such as the Johannesburg Rio + 10 Summit etc, theUNUcoulduseitscorecompetenciesofprofessionalknowledgeto:? Prepare position papers on the agenda points highlighting decision optionswithimplications,? Make these condensed research inputs available to the decision makersnominated by the developing world as likely to be participants of the relevantconferenceaswellasontheInternetinaspecialwebsite,?Toencouragedebateconduct“virtual”conferencesanddiscussions,? Organise capsule courses on the agenda points prior to the Conference. Theappropriate UNU Research and Training Centre such as WIDER, INTECH ortheIAScouldconductthecourse,? Conclude the course with a mock summit.TheUNUthusexpandsitsactivitiesbeyondtherealmsofscholarshipto29 Art 1(6)states“It shall endeavour to alleviate the intellectual isolation of persons in such communities in thedevelopingcountrieswhichmightotherwisebecomeareasonfortheirmovingtodevelopedcountries”30 In June 2001, the UN office in Geneva and the UNU convened a meeting of UN research agencies with the objectiveof discussion ways to ensure that the UN receives the full benefit of the work of the research institutions.
