Conceptually at the apex would bethe governing council with Heads of Organisations of the UNICEF, UNITAR, UNU,UNITES, UNDP and ICC(International Chambers of Commerce)as its members.The Chairman of the governing council would be the UNSG and the CEO, GET theMember Secretary. At the second tier the organisation would be functional withExecutive Directors, responsible for Projects, Programs, Finance and Administrationand, geographic at the lower tiers. The working philosophy would be minimizecreation of capital assets using available resources to the extent possible and ensuringthat most of the budget is allotted towards working the programs rather thanprogramming the work. Resources would be directly provided to recognised NGOs,registered with national governments, to execute the programs of the GET.Funding to these NGOs would be program based with an internationally acceptednorm of per capita allotment based on the PPP of a country’s economy. The percapita figure must be inclusive of not only recyclable study material and educationalsupplements but also an incentive program such as for example, the provision of foodmeeting 60 % daily calorie requirements provided to each participant during convenedsessions, personal hygiene kit, etc. The participation of government officials to use thisforum to inform participants about various government schemes,“each one teach one”schemes etc, should also be encourages.The objective should be to start small, show quick visible results, stabilise the systemand then shoot forward.Such an initiative is not a lonely path.
