Particularly semi-authoritarian regimes tend provide access to utilities onlyfor certain circles, not necessarily based on business talent. Among such conditionsthe economic gap between rich and poor remains large and social mobility low.Even the distribution of development aid is strongly related to the accountability ofthe administrative bodies. As it follows, good governance is necessary for economicdevelopment.Conversely, the modernisation theory argues that economic development leads todemocratisation. Lipset finds a strong correlation between economic development anddemocratisation, which he explains by the societal consequences of development. Heargues that“economic development, producing increased income, greater economicsecurity, and widespread higher education, largely determines the form of classstruggle, by permitting those in the lower strata to develop longer time perspectivesand more complex gradualist views on politics.”20In other words, a wider layer ofmiddle class results in a more critical electorate with higher expectations towardsgovernance.While it can be debated which is the cause and the consequence, the correlationof economic development and good governance is well established.
