the developed countries axe their own economies to hypothetically further that of thedeveloping countries with no apparent benefit to them. What obligation do they havetowards“capacity building and other technical assistance support to developing andleast developed countries in letter and spirit”? Why should the“Technical assistanceshould not be subject to conditionalities”? For what reasons should the developedworld cave in to the moralistic hyperbole of the G-77? There aren’t any on firstthought but there is on reflection.What should have been conveyed is that developing countries need assistancefrom developed countries and multilateral agencies to get their economies going not asa matter of right but certainly as a matter of quid pro quo. The root of the argumentis that developing and developed countries have to live in the same world. The airthey breathe, the rain they receive, the food that the earth provides and the bountythat they harvest from the seas is from the same source. If developing countries adoptthe identical route to economic development as the developed countries did in theprevious century, which they will if left to their own devices, it is possible that ourworld may suffer a catastrophe. 15Considering the luxuries that the developed worldis accustomed to they would be hurt harder when the chips are down. It is, therefore,in the interests of the developed world to guide the developing countries to bettergovernance of resources and if this requires moneys to be expended then it must beviewed as an investment, which insures their future. Secondly, if the markets of thedeveloped countries have to expand then there must be a population, which is able tobuy these products. Creating market access is not enough; a market must exist in thefirst place. There is a limited market because people are poor. People are poor becausethey do not have gainful employment, they do not have gainful employment becausethey have no skills, they have no skills because they have neither formal nor vocational10215 Of the ten most populated cities in the world 9 are in China and 1 in India. This is an example of unbridledexpansion of the economy.
