第18回最優秀賞Learning is different and is achievable only through experience, shared orpersonal.Education requirements vary by segments of society. Children requireliteracy. Illiterate adults and adolescents require non-formal or vocationaleducation,which leads to capacity building, skill acquisition, makes them employableand above all develops an informed ability to make rational decisions in daily life.This does not mean making choices amongst different detergents or toothpaste butchoices that are created by expanding human capabilities and functioning -- the choiceto make dreams come true. The ability to realise that the greater good may not beavailable just down the road but in some distant future the benefits of which willpercolate to their progeny. The ability to make choices which benefit in the long termover those which have but a transient utility such as the choice of accepting a blanketbefore winter for voting a political candidate to power for another long term ofdespair. These abilities come about when capacity to appreciate and discern the goodfrom the pleasant is instilled in the intellect. If the worlds adult illiterates are tobecome socially, and politically responsible citizens instead of being involuntarycommunity parasites they need to be educated.The third segment of society that needs to be educated is the decision makersof the developing countries. They require learning. Compare the declarations ofthe G-77“Ministerial Declaration”13and the G-8“Summit Declaration”14 . The spiritand clarity of the G-8 Declaration stands in marked contrast with that of the G-77.Regrettably the G-77 declaration is akin to the“candle makers petition”whichexhorts the world to be consigned to darkness to further the trade interests of thecandle makers!!
