第29回優秀賞does not improve, the UNDC considers sending a field team to states. If the stateaccepts it, the UNDC does so, but if the state refuses it, the UNDC reports it as apotential threat to peace to the Security Council. The UNDC works on democratisationand industrialisation. To democratise state, election under judicial independence andeducation are important. Also, dictator should be protected because it makes a smoothtransition to democracy. The UNDC should work for industrialisation because it willmake desire for political rights, which is essential to democratise states. Moreover, theUNDC should be established based on the Trusteeship Council because their areas ofwork are similar. There are issues such as the crash of norms between human rightsand state sovereignty to establish the UNDC. However, they will be solved because itrespects state sovereignty; human rights are the agreed norm and there will even bean incentive for autocrats to establish the UNDC.However, in reality, it will be difficult to realise this idea. First, capacity of staffsshould be considered. This paper does not consider how many staffs are needed ina field team each area. Even if, the UNDC wants to send field teams to all 47 NotFree states, probably it is impossible because there is not enough staff. More staffsare needed to establish the UNDC. Second, financial issues remain. Since more staffsare needed, much money is needed for field teams. If there is not enough money,the UNDC cannot be realised. Third, effectiveness of the UNDC should be seriouslyconsidered. If the state refuses to accept a field team from the UNDC, it calls forattention to the UNSC because the state can be a threat to peace. The UNSC isexpected to take action for the state, but if it does not, there is no effectiveness of theUNDC. The relation of the UNDC and the UNSC must be reconsidered. These issuesmust be solved before the establishment of the UNDC.Although the norm of human rights is a global one, many people die to obtain1013
