international relations today, the UNDC may be seen as a violator of state sovereignty.However, they will be solved when we recognise the seriousness of democratisationwave and the UNDC will even make a positive outcome for current dictators.IssuesThere is a conflict between state sovereignty and human rights. One can arguestate sovereignty can be violated by the UNDC because it will ask authoritarianstates to democratise state and it can report the UNSC to raise awareness. If theUNSC recognises the state as a threat to peace, other states may act any way. Sincethe norm of state sovereignty and non-intervention were made to protect smallstates from the powerful states, many states will oppose the UNDC. In other words,the state can claim that state sovereignty is violated by the UNDC while statesovereignty is protected in the UN Charter Article 2(7).Also, it is difficult to maintain neutrality. Even though, the norm of human rightsis spread, it is difficult make a definition of a democratic state which all states canagree. Also, there seems no agreed specific definition of human rights. Especiallywhen we classify states, it is difficult to create criteria of Free states, Partly Freestates and Not Free states. In other words, powerful states can set criteria ofdemocracy. It means that it is difficult to maintaining neutrality even though it isextremely important in UN work.When the idea of the UNDC is proposed, China and Russia seem to object it. Theyemphasise on the norm of non-intervention and state sovereignty (Evans, 2012). LiBaodong, Representative of China to the UNSC notes that sovereignty of states shouldbe respected in the UNSC meeting (UNSC, 2011c: 24). Chinese and Russian vetoing forresolution to intervene to Syria shows that their tendency to emphasis on sovereigntyeven though there are humanitarian emergencies. Since they are permanent members1010
