第29回優秀賞NGOs. However, HRC does not provide enough opportunities for NGOs to cooperate.NGOs have only one to three minutes to explain the human rights condition in theHRC (Ramcharan, 2011: 124). The UPR is another example. States are fully responsiblefor the UPR, and NGOs do not work for it. As a result, state can manipulate it andmake it different from the reality. If NGOs work for the UPR with the state, realitycan be illustrated in the UPR. It shows that NGOs should have more opportunities tobe involved in activities of the HRC than status quo.Lastly, there is no organisation which works only for democratisation. The UnitedNations Development Programme (UNDP) is also working for democratisation, as wellas the HRC, but none of them focuses only on democratisation. Since democratisationneeds to be done by many aspects, it is many bodies should share mandates ofdemocratisation. However, one organisation should be able to see the whole processof democratisation to succeed democratisation. These limitations show that analternative mechanism to democratise states is needed.Democratisation CouncilTo prevent armed conflict, the UN should actively involve in democratising states.In this paper, democratisation means“public contestation and the right to participate”exist as Dahl (1971: 5) suggests. As discussed earlier, a number of authoritarian statesremain today. Specifically, the UN should establish the Democratisation Council(UNDC). The UNDC sees conditions of human rights and advises to states whichdo not protect human rights. It should protect autocrats to consolidate democracy.It will work on democratisation and industrialisation. Election is one element ofdemocracy, but there are other elements too. Judicial independence is also vitalfor democratisation. With judicial independence, fair election is guaranteed. Also,1003
