Effective action by the UN was not takenuntil 17 March 2011, when the Resolution 1973 was adopted. In the Resolution 1973,protection of civilians, no fly zone, enforcement of the arms embargo, ban on flights,asset freeze were agreed (UNSC, 2011b). Under Resolution 1973, NATO attackedto Libya. The intervention by NATO ended in the end of October. However, theUN could not prevent the death of 25,000 people according to National TransitionalCouncil of Libya (Mulholland and Deshmukh, 2011).More urgent one is ongoing civil war in Syria as of March 2013. The beginningof the Syrian uprising is reported in 26 January, 2011. The resolution for Syria wasproposed, but the UNSC could not adopt it because of veto by China and Russia. TheUNSC could not act effectively for Syria for more than two years since the armedconflict began. Lakhdar Brahimi, the Joint Special Representative of the UN andthe League of the Arab States for the crisis in Syria requested the UNSC to reachresolution because the situation in Syria is a serious one (UN News Centre, 2012).Although the Syrian government denies it, but Human Rights Watch finds that clusterbombs, which are not allowed are used (AP, 2013). The UN estimates that 70,000people died, and 4 million people need humanitarian assistance as of March 2013 (UNNews Centre, 2013).These cases suggest that the UN cannot work effectively once armed conflictbegan. It is very difficult to stop it without armed forces. However, it is difficult tosolve the problem by force because the UN does not have its own military. Also,after the armed conflict begins, there is an urgent need to act.
