第29回優秀賞Failure of the UNFrom the experience of the Arab uprising, it is obvious that a failure of theUN is a lack of strong initiative to democratise states. Although it is obvious thatpeople demand democracy from the experience of the Arab uprising, the UN failedto democratise states and to help democratising them. The HRC was established toprotect human rights and accelerate democracy, but there are issues of the HRC.Since it is focusing on human rights, it does not work for industrialisation whileindustrialisation is recognised as one of conditions to democratise state. As a result, itdoes not effectively works for consolidation of democracy. Also, there are problems ofmarginalisation of NGOs. This section considers a failure of the UN today.Authoritarian regimes and conflictThere remain many authoritarian regimes today. Freedom House classifiesstates to Free states, Partly Free states and Not Free states according to conditionsof political rights and civil liberty based on the UDHR (Freedom House, 2013: 32).Although more states are becoming Free states and the percentage of Not Freestates is declining (see Figure 1), 47 states, which are 24% of all states remain tobe Not Free states in 2012 (see Table 1). These authoritarian regimes are causes ofconflict today. As we have seen in the Arab uprising, people demand their rights.The world agreed that the human rights are the norm, and the UDHR is a proof of it.The UN should act against violation of human rights because it is a serious threat forpeace and there may be other uprisings.What the Arab uprising shows is that the UN has to act before the armed conflictbegins. Extreme cases are Libya and Syria. The HRC expressed“deep concern”(emphasis in original; UNGA, 2011: 1), and the UNSC (2011a: 2) emphasised on“Libyanauthorities’responsibility to protect its population”when Libyan government attacked999
