If the UN is to prosper universally then it must assert its presence ina less threatening and more impartial manner.It is expected that if the UN more actively engages in cooperation andcommunication with NGO’s then it will be better able to mobilize and react tounexpected circumstances. In other words the UN will be better prepared for theworst case scenario. In the case of East Timor there was no contingency plan. Toparaphrase the spokesperson for the UN Secretary General, Kofi Annan, it was saidafter much unrest ensuing the ballot that“this was our worst case scenario”. The factthat this risk was taken and the ballot went ahead is alarming but what is even themore alarming is that there was no contingency plan in place. As the self-appointedleader of the peacekeeping effort, Australia was forced to rely on its own lobbyingefforts to gain support from other states for the effort. In this period, hundreds ofthousands of East Timorese were transported into West Timor and their fate standsas unknown. Scores of these people have been reported as dead.Having justified the reasons for the recommendation it is necessary now to considerthe logistical complexities of its implementation. First and foremostly, to extend anUN mediation center in every country, the UN must expand its resources, both humanand monetary. It is suggested the UN expand into every country so as to be universaland avoid accusations of selective indignation in that event. In this vein, in order tosupport its impartiality and credibility, it is recommended that the UN recruit stafffor each center from members of the particular state and from all conflicting parties.As was the case in East Timor only pro-independence members of the public wererecruited as electoral officers and observers in the lead up to the ballot and despitetheir professional impartiality, were singled out and targeted by pro-autonomy militia.By having local members of the state employed at the center then it is more likely892
