“How can the United Nations best resolve andprevent ethnic conflicts?”Michael PalmerABSTRACTIn response to the question“how can the UN best resolve and prevent ethnicconflicts”the primary recommendation is made that the UN changes its face tothe role of a peace mediator. Emphasizing the need for greater negotiation andcommunication between conflicting parties before or in it the fertile beginnings ofconflict, it is proposed that the UN expand its operations in the capacity of a mediationcenter into every country. The role of the UN as mediator is to assist conflictingparties find their own solution to the dispute by isolating the issues and developingoptions for reaching an agreement which best accommodates the needs and interestsof each participant.The recommendation of the UN as a world-wide mediation network is made onthe basis of one core and three periphery reasons. The first and core reason relatesto the ambiguous status of ethnic conflicts in international law and moreover thedifficulty in dealing with ethnic conflicts due to the associated ideological, religious,cultural and historical factors at work. Secondly, the nature of negotiations of pastand present are not necessarily conducive to mediation and tend to be engaged in thelate phases of conflict with the imminent threat of the use of force. The third reasonrelates to the image problem associated with the UN and in particular the perceptionas a wholesaler of imperial western power. The fourth reason relates to the rise in880
