第16回優秀賞nationals too are now highly visible in many areas of engagements, often at seniorpositions. One could only hope that the Japanese contributions are truly genuine, andthat they are not tied to its ambitions for a permanent seat in the Security Council.Moreover, in its quest for status and recognition in the UN, Japan must continuouslygauge the sensitivity of its fellow Asians. Japan has been dominant in manyAsian-based regional organizations, and all these are primarily due to its financialcontribution. It is true that Japan is the richest in Asia, but this should not give itan automatic entitlement to occupy the chairman seat. Many other Asians are wellqualifiedtoo, and it would be wise for Japan to also promote and support those otherAsian candidates rather than always fielding its own personnel.On its part, the UN must also be sensitive and fair to Japan's quests. It is veryobvious that the current composition and structure of the Security Council aretotally out of reality. It is also indisputably clear that Japan would make a solidand constructive permanent member. This absurd issue of ill-fitting compositionand structure of the permanent members must be addressed quickly and squarely.Piecemeal approach and appeasing Japan with certain high positions here and therewill not solve the problem. It might occasionally help to soothe the Japanese ego.Overall, however, such favoritism and money-politics will be detrimental to theorganization as they create suspicions and antipathy in other quarters. In sum, toensure effectiveness and integrity, both the member countries and the UN have equalresponsibilities to set aside narrow interests, and they must staunchly uphold and giveprimacy to the objectives and causes of the organization as stipulated in the Charter.825
