actualize and transform rhetoric into substance, to match its intentions with concreteactions.One might point up the fact that all the recent UN's engagements are alreadyfocused on internal conflicts -- such as in Cambodia, Haiti, Somalia, Rwanda, Liberia,Kosovo and East Timor -- and argue that these cases should be sufficient to illustratethe seriousness of the organization in tackling ethnic violence. This is partly true. Theshift toward more active involvement in the predominantly domestic ethnic problemsdoes represent a heartening step forward, namely it broke -- and rightly so -- the longheld taboos regarding non-intervention and inviolability of state sovereignty. This,however, is not good enough of a progress when our barometer is on prevention, i.e.not to allow violent incident to happen in the first place. In the light of this, what theUN must solidify is its efforts at pre-conflict stage, i.e. before an incident happens.“Zero Violenceisamentalframework,providingaconvictiononwhatmustbedone.And,thisispreciselywhattheUNneedsmost:tohaveunshakableconviction and commitment to stop ethnic conflicts in order toprotectanddefendhumanity.”In this context, it might be useful to introduce the concept of“Zero Violence.”Similar to the management term of“Zero Defect,”or the UN University's“ZeroEmission,”the concept of“Zero Violence”in essence refers to efforts to eliminateas much as possible root causes of a problem.“Zero Violence,”however, might beharder to define as violence itself relates closely to human emotions. It is thereforemore applicable as a mental framework, providing a conviction on what must be done.And, this is precisely what the UN -- indeed, the whole world -- needs most: to have820
