第15回優秀賞to economic vicissitudes engendered by globalization, thereby hopefully lessening theneed for such massive rescue packages in future that are palliative at best.CONCLUSIONSIn the face of globalization, the state has had no choice but to reconfigure itself tosurvive by means of transgovernance -- increasingly complex networks composedof officials from governments, intergovernmental organizations, business funds, andprivate nonprofit organizations (NPOs). As a planetary organization of states, theUnited Nations will have to do the same, or even more, in order to reinvent itsidentity while at the same time regenerating its relevance in the global affairs of thenext century. One way of doing so is for the UN to take the initiative in directingthat transgovernance in such a way as to empower and assist the victims, actual andpotential, of the globalization process that will continue to fundamentally define thefuture of the international community.Many current arguments calling for the reforms of the UN -- particularly of itsSecurity Council -- have tended to focus unduly on the point that the present UN,after more than 50 years of existence, does not reflect the global reality of the 1990sand beyond. Nevertheless, the more important question is: will it be enough for theUN just to mirror the current reality of global affairs?When it was established in 1945, the UN was informed by a high-minded idealism:it’s main goals included the reaffirmation of faith in“fundamental human rights, in thedignity and worth of the human person, in the equal rights of men and women,”andthe promotion of“social progress and better standards of life in larger freedom.”29Looking ahead, one way of pursuing those original objectives would be for the UNto seriously promote microcredit programs throughout the globe.
