“The United Nations in a Globalizing Era”Ryuji MukaeSummaryThe first part of this essay presents a theoretical argument of the concept ofglobalization. The second part explores appropriate roles for the United Nations in thecontext of such globalization.According to the American political scientist James Rosenau’s definition thisessay has adopted,“globalization”means a process which arises from and whichfind expressions in,“any technological, psychological, social, economic, or politicaldevelopments that foster the expansion of interests and practices beyond establishedboundaries.”The essay claims that“localization,”often adopted by the losers/victims ofglobalization, is not a viable strategy to fend off the latter’s destructive consequences.It suggests instead that losers/victims should turn around and capitalize on some ofthe globalizing forces themselves in order to overcome such consequences.On the strength of the above argument, the essay envisages appropriate roles forthe UN in the next century: rather than serving as a“bridge”between the statecentricworld and the multi-centric world, as Rosenau prescribes, the UN would farebetter by directing“transgovernance”-- increasingly complex networks composed ofofficials from states, multilateral organizations, business firms, and NGOs -- in such away as to assist and empower the victims, actual and potential, of the globalization672
