SinceAn Agenda for Peace came out, the conditions surrounding the UN has not changed asmuch as we expected. Therefore, what roles the UN can fulfill depends on its memberstates. As discussed above, the international community is toughly required tocommit itself to and cooperate with the UN. The UN is not an organisation which theinternational community can blame for any failure. Globalisation is an era to replacethe past era in which sovereign states with political and military strength could winand assert their opinions in the international arena.Many agenda are on the part of member states: legal challenges found in theUN Charter, developed preventive diplomacy and peacekeeping, enhancement andwidespread recognition of the importance of the General Assembly and other organs,reassessment of policies towards the UN in terms of international collaboration anddivision or labour and understanding a shift from confrontation to reconciliation ofassets of human beings such as culture, religion and ethnicity.Furthermore, the procedure of the UN resolutions by the Security Council inparticular should be given careful consideration so as not to leave the internationalcommunity wonder the differences between one case and another. The UN credibilityand authority should not be mixed with the Security Council politics. It is also arequirement for candidates for the Security Council to show what they seek and can651
