division of labour with the Secretary-General.For member states, gathered information held by the Secretary-General and the UNworks in offering a bid for their own diplomatic approaches to conflict management.Partly motivated by their national interest, they can discuss whether issues concernedare situated at international, regional or governmental level. For example, Syria gaineda special status in Lebanon by the Taif Accord under the sponsorship of the Arableague in 1989. This level-setting approach is also aimed at strengthening regional andintergovernmental relationships for future regional stability and confidence building ofdisputants.In short, it is ideally the Secretary-General’s good offices that deter the politicaldominance of leading permanent members and that it paves the way for non-Westernand non-permanent member states to bring the UN on a fair term.Regional OrganisationsThe role of regional organisations should be taken into account because the UN’srole is better limited to retain political reign. Although the cases of the Commonwealthof Independent States (CIS) peacekeeping and Organisation of American States showboth advantageous and disadvantageous aspects, regional stability is necessary tolessen the UN’s burden. 18Firstly, the basic approach taken by the CIS peacekeeping is similar to the UNpeacekeeping on the conditions that it requires a consent among the CIS states andis based on voluntary forces. What distinguishes the CIS peacekeeping from that ofthe UN is the former’s impartiality derived from Russia’s strategic implication andextreme use of force either in self-defence or at an operational level. Furthermore,because of their ethnic affinity, Russia’s claim for the protection of the Russian citizensin conflict regions ignored Article 2 (7) of the UN Charter.64618 The following analysis is based on my own research at King’s College London in 1996. The OAS was analysedin an essay,‘To what extent can the OAS cooperate with the UN?’, and the CIS peacekeeping was analysed in thedissertation,‘How can the CIS peacekeeping be compared with the UN peacekeeping?’.
