efforts get bogged down, as the dissolution of the Soviet Union shows, a slower butsteady process produces a more stable outcome.In short, the leaders of new political entities and the existing leaders in trouble willbe tested not only by their political will but also by their commitment to understandthe value of human rights and differences of assets in their own societies. Thisapproach toughly requires international commitment altogether once preventivediplomacy is commenced. There may be exceptional measures and courses in thisapproach but member states have to demonstrate their own capacities in settlingconflicts not by the threat or use of force, but by political negotiations. It is likelypossible since globalisation has awaken at least a common value to maintaininternational peace and security through the General Assembly. The internationalcommunity can move on to an alternative way in order to both lessen the burden ofthe UN and avoid unnecessary military action.By the same token, globalisation has already revealed that the internationalcommunity knows that which states have their national interest at stake in whichregions or with which states. Therefore, the collaboration and division of labouramong the Secretary-General, the Security Council, regional or other internationalorganisations and states are analysed to back up the above-mentioned approach.Although one may say that it is better for the UN and the international communitynot to deal with complicated crises at all if they do not have clear strategic andpolitical measures and purposes, their roles can be enhanced as discussed below.644
