By the same token, Articles 2 (1)and the Declaration on Principles of International Law Concerning Friendly Relationsand Cooperation Among States in Accordance with the Charter of the UN 4 , restrictthe UN interference. The UN’s approach to self-determination and self-defence is stillrigid in practice in that the maintenance of international peace and security is basedon how sovereign states can accommodate ethnic minorities and how sovereign statescan be created in a swift manner if conflict breaks out.A threat to international peace and securityThis legal bounding constrains international efforts to maintain international peaceand security. The speed of globalisation of technology network in either electronicsor weapon has nevertheless does not reconcile this aspect. The missile attacks bythe US on a terrorist suspect’s site in Afghanistan this year is a case in which theUS’s declaration of self-defence against terrorism has not been endorsed underinternational law although terrorism is conceived as a threat to international peaceand security. This is because a state is targeting a single suspect in another sovereignterritory. Israel’s operations in southern Lebanon also show that the state carries outthe use of force not against Lebanon, but against resistant groups including the UNpeacekeeping forces. The logic of inter-state war is applied by pointing at a non-stateactor to crack down a threat to international peace and security.Thus,‘security dilemma’5 , particularly coupled with self-defence, has urged the UNto balance its act appropriately under Article 2 (4), 2 (7), Chapter VI and VII. It seemsthat globalisation reveals a wicked side of international politics which had been hiddenduring the Cold War. It is arguable that globalisation makes international normdifficult to be applied by every inch. As low intensity conflicts including terrorismprevail, any suspicious movement by a person or groups can be also a threat to4G.A. Res. 2625 (XXV), No. 28, October24 1970.
