Although the UN is regarded as asingle organisation which deals with world-wide issues, it should be rememberedthroughout this essay that the UN is not situated outside the international community.Firstly, new legal challenges within the UN Charter are examined to the effect thatincompatibility between theory and practice of the UN is apparent in the face of selfdeterminationmovements and development of technology network. By referring tosuch cases as PLO and Lebanon, it is reviewed what poses a threat to internationalpeace and security and what An Agenda for Peace requested.Secondly, with a view to developing a significant asset of the UN, problems derivedfrom peacekeeping and peacemaking are examined. It seems that the UN’s successin this field depends on how precedent operations are reviewed. However, whatthis essay suggests is peacekeeping cannot afford to suffer political vacuum, neithercan peacemaking. Rather, it is diplomacy which gives meaning and effectiveness topeacekeeping and peacemaking operations.
