5.EpilogueA critical analysis of challenges faced by Japan in the aftermath of the World WarII and its impressive recovery thereafter suggests that Japan and its citizens haveimmense potential to survive under most difficult circumstances. Coping with severalexternal forces provided motivation for the nation's drive toward modernization andenlightenment. The successes included: the creation of a legal system and a newpolitical order, the choice of an education system that would foster patriotism andenhance the nation’s technical skills, the nurturing of industry, and the build-up of thenation's self defense forces. Because the formation of the New World Order involvessimilar challenges, I am confident that Japan can play a unique and possibly significantrole in the pursuit of new order in the coming century and in fostering internationalpeace and stability. Insofar as the UN reforms are concerned, Japan must move fromthe phase of preparing visionary blueprints to the launching of forceful strategiesfor the practical achievement of credible reforms. Japan must be willing to acceptadditional responsibilities -- political and diplomatic as well as economic -- even if theyseem to exceed its capabilities.
