than international and public issues. Of late, the Japanese public is becoming more andmore aware that Japan is not getting an international recognition and approval that itdeserves. A new domestic consensus is therefore necessary. Japanese people must bewilling to contribute their expertise in areas such as disarmament, nonproliferation,development, environment, human rights and international education activities. Manypeople are genuinely interested in helping people in other parts of the world but theirawareness on methods to achieve it is still low. More international exchanges shouldbe conducted from all dimensions and among people with diverse interests so thatpeople have more opportunities to learn other cultures and integrate themselves intoan international society.B.Support to NGOsRecently there is an increased awareness among citizens and the governmentsthat NGOs have potential to play a constructive role in addressing issues too largeand complex for governments to address independently. This is indicated in thedegree of media attention paid to activities by nonprofit citizens' organizations and anincreased public debate about the fundamentals of civil society. If the Japanese publicinvolve themselves more in NGO activities, the government will be forced to supportthe efforts of NGOs. The citizens also must support the volunteer groups that showprofessional leadership, organizational and staff strengths. In addition, NGOs in Japanshould take it upon themselves to link up with NGOs in foreign countries to serve thetargeted communities better.C.Scientific contributionsThere has been a widespread notion in global community that Japanese are onlyexploiting inventions of others.
