For instance, it can propose thatvetoes should only be allowed on peacekeeping and enforcement measures.(c)MakingtheCouncil’sworkmoreopenandtransparentAs the Current non-permanent member of the Security Council, Japan must makespecial efforts now to make the Council’s work more transparent than before. TheCouncil publishes an agenda in advance of its meetings, allowing non-members tolobby on specific issues. Japan must persuade the Council to publish such Agendaas often as possible. Japan can take an initiative in institutionalizing the process ofopening up the information. Japan must insist on making the Secretariat’s adviceto the Security Council more transparent, and help in formulating policies that willlead to a smooth and effective flow of information from the Council to the GeneralAssembly.In order to allow a more useful public scrutiny of the Council, Japan can proposeto bring the various players of civil society, including business, NGOs, and the media,into a closer working relationship with the UN. Japan must also raise the possibilityof a mechanism through which the Security Council could organize hearings withinterested civil society parties.4.Role of the Japanese PublicI believe that the ordinary Japanese, who are both hard working and resourceful,can contribute a lot in addressing various issues of global concern.
