collectively reshape the UN to meet the aspirations of all humanity and to bring aboutnecessary reforms on an equitable and democratic basis.A.Financial Reform of the UNThe UN is facing an unprecedented financial crisis resulting from non-payment andlate payment of assessed contributions by Member States. In this regard, Japan mustemphasize the need for an early payment of contributions and mediate arrangementsto apportion expenses among Member sates fairly and equitably. Because thedemands placed on global peacekeeping missions far outstrip the available financialresources, Japan must assist the UN in tackling the task of rationalizing proceduresfor peacekeeping operations including administrative and budgetary practices.B.Security Council reformSecurity Council reform is an issue under discussion for years but delayed bypersistent regional differences and power-sharing concerns. There seems to be abroad consensus among the governments in favor of reform but there is almostno accord on the details. The primary aim of the reform is to strengthen Council’sfunction by enhancing its legitimacy and effectiveness while ensuring the balancebetween its representative character and effectiveness. The reform is consideredvital because of the emergence of new global powers in addition to the currentfive permanent members. Moreover, opportunities to participate in the work of theCouncil as non-permanent members have become inequitable among regional groupsleading to under- representation of countries in Asia, Africa and Latin America.Japan now suggests the following for the Security Council reform:? A limited number of permanent seats should be added besides the currentpermanent members, with the total number of seats to be kept in the low 20s.? The number of non-permanent seats must be increased appropriately to improve588
